Rep. Roskam Introduces Legislation to Expand Transit Benefit to TNCs

Representative Peter Roskam (R-IL) introduced legislation that would allow commuters to use a portion of their parking benefit on trips taken on ‘pooled’ versions of transportation network companies. The legislation was introduced before the end of Congress and will have to be re-introduced in the new Congress. Rep. Roskam has said that the language within the legislation was a first cut and that he looked forward to working with ACT. Specifically, the legislation allows commuters to opt out of all or a portion of their parking benefit and to use those funds for trips taken on a TNC, so long as the trip was pooled and other conditions are met. There are a number of issues in the legislative text that will need to be addressed before moving forward. However, the legislation’s intent is to generate discussion and develop a more comprehensive piece of legislation that fairly incorporates mobility on demand without providing for the potential of more single occupant trip or for cases of mis-use.
